A typical zoning hearing for a 7-acre subdivision doesn’t draw more than a handful of protesters — mainly people who live near by.
But on Tuesday, the Pima County Board of Supervisors expects to hear hours of objections to a 7-acre greenhouse that global biotech giant Monsanto Co. wants to reserve in bucolic Avra Valley, northwest of Tucson. Critics are upset not just about Monsanto’s plans to operate here, but also about County Administrator Chuck Huckelberry’s uphold of incentives that would reduce the company’s property taxes by two-thirds.
The company promises $95 million to $105 million in investments, 40 to 60 jobs paying an medium of $44,000 a year and an accent on sustainability. It says the automated operation will exhaust far less water and land and a fraction of the herbicides normally sprayed for an operation of this scale. The greenhouse will revolve out a unique generation of corn seed varieties, both conventional and genetically modified, that will aid farmers around the world hold more productive and resilient crops, Monsanto says.

Monsanto’s greenhouse would be Part of a company ail to find the best, most-productive corn seeds . Two 3ƒ-acre sections will be glassed in, separated by 2ƒ acres that will hold irrigation and fertilizer tanks, soil media, potted plants, shellers to remove kernels from corncobs and driers to prepare seed for shipment. The 155-acre site will also hold an office building, a 2 million gallon water tank for fire suppression and a composting facility. For now, at least, no outdoor corn-seed planting is planned, Monsanto says.
Monsanto has drawn complaints and lawsuits elsewhere that allege its genetically modified seeds hold blown from open fields onto other farms and contaminated those farmers’ seeds. Critics worry that could happen here, even with a greenhouse.
“It is a sealed greenhouse,” Smith countered. Ventilation will flux through the roof and floor, with roof vents covered by mesh tense enough to withhold insects out or corn pollen from escaping, he said.
A similarly scaled corn seed operation in a province would exhaust 250 acre-feet of water, Monsanto says, enough to serve at least 500 typical Tucson homes for a year. This project will exhaust one-fifth that much from a well on the property, said Smith.
While that amounts to about 7 acre-feet per acre — far more than is typically used to grow corn or virtually any other crop in Arizona — that comparison isn’t sound for the greenhouse, Monsanto spokeswoman Christi Dixon said.
The greenhouse will grow corn plants twice as closely packed as they would be in an open field, she said. Because of Southern Arizona’s year-round growing season, the greenhouse can grow three generations of corn crops yearly — three times the norm.
Taking entire that into account, the greenhouse’s water exhaust should amount to 1.19 acre-feet per acre, she said. Monsanto will also install a system to recycle water the plants don’t Take in, Dixon said.

Weingarten serves on the board of the Pima County Food Alliance, a nonprofit that advocates for a secure food system that is environmentally sound. She also sits on the city of Tucson’s Commission on Food Security, inheritance and Economy, is a co-founder and board member of the local Farmer Education and Resource Network and is a former co-owner of Sleeping Frog Farms in the bucolic village of Cascabel.
In the past 20 years, this region has seen an upswing in local growers and food advocates who are “promoting a food system that values the connection between people producing food and people who consume food,” she said.
Like Sleeping Frog Farms, many local farms are certified as naturally grown, or organic, and are committed to growing food without using chemicals.
“Concern for water supply and pollinator population doesn’t appear to be a concern that industrial agriculture or specifically Monsanto shares,” she said. “My concern with a corporation coming that doesn’t hold ties to this locality would be that they hold no long-term consideration. They don’t hold to live here or drink the water.”
Maneesh Shah, a founder and co-executive director of Heirloom Farmers Markets Inc., watches Heirloom’s Rillito Market draw around 2,500 people on a typical Sunday. The market pays Pima County about $20,800 a year to lease space outside the Rillito Racetrack for food stalls, including at least 10 rush by local and regional bear growers.
Shah says he has no problem with Pima County giving tax incentives to some mammoth companies such as Caterpillar, which he says fits in with the region’s historic mining industry. But he’s not convinced that Monsanto’s corporate agriculture blends in as well.
“We’re less industrial. They impregnate about their environment. I’m not sure Monsanto fits that,” he said.
He wants county supervisors to let the public settle whether to uphold its property tax incentives.Clay Smith, a co-owner of Sleeping Frog Farms, says he wants the county to deal his commerce as well as it’s treating Monsanto. “They bring in $100 million in investments, but behold at what local farmers’ markets generate,” he said.
“We grow food for taste, nutritional value, for freshness, not mass production or for shipping. They sell 100 percent of their food within 100 miles, at farmers markets and through direct marketing to three dozen restaurants, co-ops and Community-Supported Agriculture customers.”
Larry Parks, owner of Larry’s Veggies at Rillito Market, neither supports nor opposes giving Monsanto incentives, but he said tiny growers should acquire used to it.
“Organic farmers aren’t going to acquire uphold from the government,” said Parks, who grows a wide purview of vegetables without pesticides. “Monsanto is going to invest $100 million. If I had $100 million, I wouldn’t be doing this. So they deserve a shrimp tax break. That’s a lot of money coming into this county.”ECONOMIC IMPACT
Despite the controversy around Monsanto’s exhaust of genetically modified organisms, “Pima County has not identified any negative air quality, water quality, water supply, transportation capacity or natural resource impacts from the facility,” Huckelberry said in his memo to supervisors ultimate week. “Furthermore, the county cannot regulate an agriculture operation based on situation law.”
Assuming the company invests $95 million, its estimated county primary and secondary property tax bill for the first year would be nearly $190,000, according to county calculations obtained by the Star through public-records requests. Without the foreign-trade-zone designation, that bill would be more than $500,000. The previous owners paid just diffident of $2,000 in 2015 property taxes on the undeveloped agricultural land.
The economic impact of the project is estimated at around $280 million between 2016 and 2025, according to an analysis conducted by Sun Corridor Inc., a privately and publicly funded economic-development firm.
To address environmental concerns, Huckelberry proposed creating two commissions to behold for potential adverse impacts and divide “fact from fiction” about the company.
One commission would focus on agricultural science, the other on convivial and policy concerns. Monsanto would pay up to $50,000 annually for any research or technical analysis deemed necessary by the science commission.Benefits questioned
Sylvia Lee, a member of the Pima College Governing Board, voted against a motion supporting Monsanto’s foreign-trade-zone designation to align her vote with her values, “which hold a lot to attain with the public apt and public health.
“I’m concerned that genetically engineered foods haven’t produced the benefits that were touted years ago,” Lee said
One intuition she voted against the designation was a recent unique York Times article. Evidence doesn’t note that the production of genetically modified foods has increased crop yields or reduced herbicide use, the account said. It cited United Nations data in comparing results from Europe, which 20 years ago largely rejected the growing of genetically modified foods at the selfsame time the United States and Canada were approving it.
“Comparing results on the two continents, using independent data as well as academic and industry research, shows how the technology has fallen short of the promise,” reported the Times.
In response, Monsanto accused the newspaper of cherry-picking data and of overlooking the perspectives of farmers worldwide who choose to exhaust GMOs. The company said making comparisons across broad areas is difficult because of differing crop maturity rates and overall traits of the regions’ agriculture. It said USDA statistics note that soybean and corn yields in the U.S. hold actually risen around 28 to 30 percent in the GMO era since 1996.View from Marana’s cotton fields
Some conventional cotton farmers in the Marana locality allege they hold no problem with Monsanto’s greenhouse plans and treasure what its technology has done for their operations. But they’re split on whether the company should acquire local tax incentives.
Pima County, with its mining cutbacks and other jobs setbacks, shouldn’t even be debating the incentives, but should “have its arms wide open for 50 good-paying jobs,” said Marana cotton farmer Arnold Burruel.
Another longtime Marana farmer, Tom Clark, said he’s not convinced that a company Monsanto’s size needs tax incentives.
“The county is not in that apt of a financial position. I just assume they ought to be putting their money into fixing the potholes and fixing the roads,” Clark said.
But Clark said he’s not concerned about seed contamination from Monsanto because he believes the greenhouse will be effectively sealed. He and “everybody I know of in Marana” uses GMO seeds to grow cotton, he said. He uses seeds that are resistant to pink bollworm — at one time a sedate threat to cotton crops — and said that, due to the GMO cotton, he sprayed his fields once ultimate year, rather than seven to eight times enjoy he used to.

In the Pacific, China is spreading dollars, subsidizing edifice projects across Tonga and the Federated States of Micronesia. The latest island project for China was centered on Yap. In these ventures, China provides the dollars and workers for resorts, schools, and other key infrastructure projects. In return, it accelerates their “Going Global” strategy and increases the gain of their intelligence services. If there’s one thing that’s explicitly limpid in Guam, it’s that there’s also untapped economic potential that could aid bolster its standing with the political class in D.C. and aid strengthen their vital strategic position in the region amidst a lurking Chinese tiger.
Townhall took the grueling 26-hour journey to meet with the island’s governor, its commerce leaders, and its locals, some of whom hold been there since the 1960s. What’s limpid is that while Guam may appear to be in the middle of nowhere, it’s birthright at the heart of the Asian theater.

‘When Main Street USA Gets A Cold…We acquire Pneumonia’

Entering the office, Calvo said if there is one Part of American sovereign soil that is farthest from Washington, D.C.—you are now in it. That comes with its advantages and disadvantages. He then gave us the 35,000-foot overview of the island, which at times, touched upon the shaded days of Japanese occupation. His father was beaten for not removing his shoes before entering a classroom. The Japanese beheaded his uncle, a priest.
There are two pistons that drive Guamanian economy: the military and tourism. Andersen Air force basis and Naval basis Guam are located at the two antithetical ends of the island.
Calvo has been governor for almost seven years, but has lived through the Asian booms that hold benefitted the island. The first angle was Japan’s mount in the 1960s, but now everything is centered on China. Koreans, Taiwanese, and Filipinos are the other major nationalities that visit and attain commerce the island. For China, they hold to acquire a mainland visa to enter Guam, though the U.S. territory of the Northern Marianas has a visa waiver program for Chinese tourists, which 200,000 exhaust annually.

Since Calvo has been governor, unemployment has dropped from 13 percent to six percent.
The strategic weight of Guam was also heavily stressed. The governor is a self-described “history buff.” He believes in plenary incorporation into the fabric of the United States, exact citizens in terms of representation and political participation. Yet, he understands the history of the island. During the McKinley administration and the era of Manifest Destiny, the island, as well as the other U.S. territories, including the Virgin Islands and Hawaii (the latter of which became a state) were seen as a way to protest the flanks of Florida and the west coast from European or Asian imperial ambitions.
Yet, as they go toward the third decade of the 21st century, the United States doesn’t know how to deal the territories since that defensive strategic position may be outmoded.
Guam falls under the Office of Insular Affairs within the Interior Department, an agency that has a smaller budget than the government of Guam. The island is the closest sovereign soil to the Far East, where the economies of these nations are both partnered and competitive with the U.S. There are 2 billion people within a three-to-five hour flight of Guam, Calvo said. Oh, and it's also near to the largest standing armies in the world.
American Samoa is the only American soil south of the equator, near Australasia and unique Zealand. And those people are worried about foreign encroachment as well, Calvo said. Meanwhile, the governor says Puerto Rico and the Virgin Islands are on the doorstep of Latin America while Guam is at the foot of the robust and at times—aggressive Asian market.

He said that maybe it’s time to notice Guam and the ease of the territories not as liabilities, but as assets, along with “how to maximize” their potential, especially in Asia.
Calvo was quite direct when he mentioned that the greatest impediments to growth and financial stability to this island hold been federal action or inaction, except its impact is much more amplified.
“When Main Street USA gets a cold because of an action or missed action, or inaction by Washington, D.C., the territories, because we’re not Part of the representative government process, he said. “We acquire pneumonia or tuberculosis because these activities that occur in Washington, D.C. are so out of palpate with what are the realities of Guam.”
Calvo, a supporter of Ted Cruz prior to backing President Trump, said the selfsame elements that brought the political earthquake of 2016—the zeal of a disconnect between D.C. and Main Street and the issues of Middle America—are felt here as well.
The Environmental Protection Agency has also messed with the island, with then-EPA administrator Gina McCarthy instituting immaculate Water and Air edicts that totaled $1.4 billion, which amounts to about a quarter of the entire GDP for the island. Those environmental goals, which were a mixed bag of consent decrees, regulatory edicts, and court actions, were scheduled for completion by 2023-2025.
“Do you want to reserve us in the Stone Age?” Calvo says he told McCarty at one point.
Then there’s the issue of federal reimbursement to the territories through their convivial welfare programs. Washington made a stipulation to Guam that they would reimburse territories and states that absorbed immigrants from nearby independent Pacific islands that are geopolitically aligned with America. These immigrants exhaust up $140 million in Guamanian services, $1 billion cumulatively, but the U.S. only reimburses the island $14.5 million a year.

In the past, guest workers on a H-2b visa had a job waiting for them here, as there simply aren’t enough locals or workers from the mainland to fill entire the jobs. The Obama administration changed entire of that.
The island wasn’t theme to the H-2b visa cap, which meant that there was always an accessible source of labor. In the latter half of 2016, the Obama White House changed this policy with almost 100 percent of visa applicants rejected. This has resulted in a critical shortage of workers, particularly in construction but also in nurses.

One of the hardest things Calvo has done as governor, he said, was to greet the bodies of the first two Guam National Guardsmen killed in the war against terrorism. (Since then, over 40 hold died fighting in Iraq and Afghanistan.) What’s also striking is that these two lifeless Americans served in the armed forces, but, along with the ease of the island’s population, couldn’t vote for president.
While they just celebrated the Fourth of July, America's birthday, Guam also celebrates Liberation Day on July 21, the day in 1944 when U.S. Marines freed Guam from the grips of Japanese occupation. Unlike Americans on the mainland, they know what happens when freedom is stripped.
While The Guardian reported that the aforementioned military projects for the transfer of Marines are angering locals, who equate it to colonization, the governor said that 70-80 percent uphold the military buildup, though Calvo withdrew his uphold over the labor issue with H-2b visas. He also said that uphold for statehood would be greater.
“We paid their dues in being a Part of America,” he said. “Unshackle these handcuffs that allow us to gain their plenary potential economically.”
Epstein eminent this “craving” for statehood in his piece for The Weekly Standard. That’s a debate for another time, but the island’s strategic weight cannot be overlooked.
Calvo says that the territories shouldn’t be viewed solely through a military lens, but that could be where he gets the most traction with D.C. elites to do the point that there are Americans on the island and it could be the locality where Chinese influence is curtailed.
To maintain that strategic position, he could argue, and I’m sure he has, for the loosening and reevaluation of dilapidated policies, enjoy the Jones Act.
